The default Transport Fever 3 mod folder location on Windows is C:/Users/Public/mod.io/. To change the download drive, edit RootLocalStoragePath in %localappdata%/mod.io/globalsettings.json. Whether Transport Fever 3 reliably respects this setting is not confirmed yet; moving existing downloads without downloading them again is also not confirmed yet.
Where is the downloaded mod folder?

Find globalsettings.json

Edit the storage path

Can I move mods I have already downloaded?
